VLADIVOSTOK, May 8, vladivostoktimes.com The oil loading port Kozmino the terminal point of Eastern Siberia – Pacific Ocean pipeline – is being erected according to the schedule approved by the RF Government; it was reported at the meeting held in Kozmino. Sergey DARKIN, the Primorsky Territory Governor, and Sergey STEPASHIN, the Chairman of the RF Chamber of Accounts, attended the meeting; RIA PrimaMedia was informed in the press service of the Primorsky Territory Administration.

Let us remind you that the project is being realized by the joint stock company Transneft with the assistance of the Primorsky Territory Administration.

The first stage of the oil loading port Kozmino is to be completed in December this year and the first crude will be shipped then.

First the crude oil will be carried to the APR countries by tankers of 150 thousand tons. At the second stage one more shipping terminal is to be built in Kozmino where the transoceanic oil carriers of 300 thousand tons can moor.

“The Kozmino port is one of the major projects for the Primorsky Territory. Realizing it we can boost the development of the domestic fuel-energy complex and solve the range of social problems in Primorye,” Sergey DARKIN noted.

The Chairman of the RF Chamber of Accounts also had a chance to acquaint himself with the oil refinery project.

The construction of the Eastern Siberia – Pacific Ocean pipeline is to be completed till 2012 and the Primorye port Kozmino will be its terminal point. It brings about the erection of the oil refinery in this area that will be capable to process up to 20mln tons of crude oil per year. The building of the oil refinery first stage is to be completed in 2013.

Sergey DARKIN notes that the building of the oil refinery will give Primorye the opportunity to develop its home industry, will create the new trade and ensure the increase in APR countries turnover. It will bring more assessments to budgets, more funds for social programs and create new jobs. From 18 to 25 thousand workers will be involved to the building of the plant.

When the refinery first stage is completed, the plant will produce propane, butane, kerosene, gasoline, diesel fuel and gas carbon – the crude oil refining products. The refinery will meet all ecostandard. 

Sergey STEPASHIN noted that no such projects have been built in Russia for the last 40 years. “Russia needs such investment projects. They can improve the region economy, competitive recovery and quality of life in Primorye,” he said.

Sergey DARKIN, the Primorsky Territory Governor emphasized that up-to-date oil loading port and oil refinery are to create new jobs. “Besides, it is a good opportunity to attract additional investments into satellite industries – shipbuilding and ship repairing, logistic and transport,” he said.

The main thing is that many youngsters will be involved in the projects. This year for the fist time the FENU Department of Oil and Gas is graduating the specialists in the field of oil refining and petrochemistry. “The graduating students will be in demand and have every chance to get interesting and well-paid job,” Sergey DARKIN said.

“All these projects are both of economical and social significance. They will allow raising gross territory product 6 times and it will bring more assessments to the Territory budget, create thousands of new jobs and improve the social climate in the Primorsky Territory,” he added.

As a matter of fact, new industry will be developed in the Territory, it is oil processing and petrochemistry. “It can boost the economical growth in Primorye. It is very important for us to attract new large companies to the Territory. Transneft Company, for example, intends to build accommodation for the port specialists. First of all it proves that the investor’s has good intentions,” the Governor stressed.
